In Kansas, seat belts could soon be required for all vehicle passengers, and 16-year-old drivers might have to complete a year-long learner’s permit requirement before getting their driver’s licenses. The Kansas House passed the Graduated Driver’s License bill by a vote of 103-16. If made law, it would not only require 16-year-old drivers to have driven a full year on their learner’s permits before getting their licenses, but for the first six months of the license, they wouldn’t be able to transport more than one non-sibling teen, and they could only drive from 5 a.m. to 9 p.m. with exceptions for work and school activities.
Also, they wouldn’t be allowed to use cell phones, pagers, or any form of wireless communication while driving for the first six months.
