When Senate Utilities Committee Chairman Pat Apple learned an abducted and murdered Olathe teen’s family had to wait four days to find out what happened to her because of a wireless provider’s delays in tracing her cellular phone’s location, he joined in promoting a bill to prevent that from happening in the future. As the girl’s family watched from the VIP gallery March 24, Senate Substitute for House Bill 2126, known as the Kelsey Smith Act, passed the Kansas Senate 40-0. State Rep. Rob Olson, an Olathe Republican, introduced the original bill after learning about the delay in finding 18-year-old Kelsey Ann Smith, who was abducted from an Overland Park department store and murdered June 2, 2007. Sen. Apple, a Louisburg Republican, carried the bill during Senate debate. He told members of his committee that passage of the bill could accelerate searches and help save lives. “The wireless company did not respond,” Apple said. “Passage of the Kelsey Smith Act would ensure no other family would have to go through the pain of waiting that Kelsey’s family did. It would send a message to the abductors that they will be found. It would give Kansas law enforcement an important tool to help bring missing loved ones home safely and alive.” Following its Senate passage, the bill was returned to the Kansas House of Representatives for consideration of the Senate’s changes.
