A water plant being built along the Marais des Cygnes River is still set to go online Aug. 1, and Paola and Louisburg officials gathered Monday in Paola to review everything from final project details and budget concerns to how the new pipelines will affect rural customers.

Paola and Louisburg currently are the only two members of the Marais des Cygnes Public Utility Authority, which is the entity funding and managing the project. The more-than-$30 million project includes the water plant being built on a 40-acre tract near the northwest corner of 343rd Street and Victory Road, as well as new water towers for Paola and Louisburg and new pipeline connecting them together.

How and if the PUA will work with Miami County Rural Water District No. 2 customers has been a topic of discussion for PUA board members in the past, and it came back to the forefront during Monday’s meeting, when Paola and Louisburg officials reviewed a proposed agreement from the rural water district.

The focus of the agreement is two properties along 311th Street just east of Victory Road. Although in rural territory, the properties are very close to new PUA lines, and the owners would like to tap in.

RWD No. 2’s proposed agreement counters one sent by the PUA board members to RWD No. 2 several months ago. Paola City Manager Jay Wieland said the PUA’s original proposal would have allowed RWD No. 2 to set up the necessary connections with their customers and then buy water from the PUA that would then be billed to the customer.

Wieland said the change in RWD No. 2’s proposal is that the PUA would be required to do the billing directly with the customers, something he did not feel comfortable with.

PUA board member Brian Faust also said he didn’t like the idea of the PUA, which is a wholesale water district, having a contract for individual customers.

“We’re not set up to serve private individual properties,” Faust said.

No official action was taken on the contract.

In other business at the meeting, the board members:

Reviewed a budget breakdown Louis Funk of Bartlett and West Engineers created for the PUA outlining the next five years. The PUA board members asked Funk to revise the spreadsheet factoring in the impact of the possible loss of Miami County Rural Water District No. 1 as a Paola customer and Miami County Rural Water District No. 4 as a Louisburg customer once the new plant goes online. The new numbers will be reviewed at the next meeting.

Approved a payment of $193,412.67 to Walter’s Morgan Construction for work on the water plant, bringing the project to 93 percent completion.

Approved the purchase of a used forklift not to exceed $4,000 to move chemical totes and polymer drums that can exceed 3,000 pounds.

Tabled a decision on providers of diesel fuel and propane until their next meeting.

Authorized the purchase of board room furniture not to exceed $3,000 for the new water plant.
